Christopher (Chris) C. Blue is a Senior Consultant with Developmental Associates. Chris is the former Town Manager and Chief of Police in Chapel Hill, NC. Chris has a Bachelor of Arts in Radio, Television, and Motion Pictures from the University of North Carolina at Chapel Hill and his Master’s in Public Administration from North Carolina State University. In his time with the Chapel Hill Police Department, he served as a patrol officer, Crime Prevention officer, SERT Commander, Patrol Commander, and Assistant Police Chief before he was appointed to the position of Police Chief in 2010. In 2017, Chris was named as Chapel Hill’s Executive Director for Community Safety, and his portfolio expanded to include Parking Services, Building and Development Services/Code Enforcement, and Emergency Management.  Chris was appointed as Interim Town Manager in January of 2023 and was selected as Town Manager a few months later. Chris is a lifetime member of the North Carolina Police Executives Association, currently serves as Vice-Chair of the Board of Trustees of Coastal Horizons, and is Chair of the North Carolina Criminal Justice Education and Training Standards Commission.

Nathan (Nate) Lozinsky joined Developmental Associates (DA) as Client Coordinator in April, 2025. In his role, Nate supports the DA team with many behind the scenes tasks for our selection and training efforts. Nate has a master’s degree in both Public Administration and Emergency Management, and an undergraduate degree in Fire and Emergency Services Administration. Nate has completed numerous education and certificate programs, including obtaining a Diversity, Equity, and Inclusion certificate from Cornell University and multiple UNC School of Government certificate programs, including UNC’s flagship Municipal-County Administration program and Leading for Results – Civic Fellows Leadership program. Nate is also credentialed through the Center for Public Safety Excellence as a Chief Fire Officer (CFO). Nate retired from the Town of Morrisville and his roles included being the Assistant to the Town Manager and Fire Chief. Nate finds success through the people he works with being successful, and prides himself on working tirelessly to ensure the organization’s mission is successful. Nate takes pride in the mission of DA because successful communities have successful leaders.

Charlton has been a proctor and consultant with Developmental Associates since May of 2024. He is also the Environmental Justice and Community Data Program Manager for the Charleston Climate Coalition; an advocacy nonprofit based in Charleston, SC. His work focuses on empowering communities to become more civically-engaged via an innovative web resource designed to make local data on environmental and socioeconomic issues more accessible. He previously served as a Research Associate with the External Review and Assessment team of the Charleston Police Department’s implementation of the 2019 Racial Bias Audit, as well as a Project Manager in the Office of Neighborhood Services with the City of Charleston. He holds M.S. in Environmental and Sustainability Studies and an MPA from the College of Charleston, as well as a B.A. in Biological Sciences from Clemson University.

Martha Paige, an ICMA Credentialed Manager, recently retired after serving for 10 years as Town Manager of Morrisville, NC.  She has 25 years of local government experience in North Carolina, previously serving as Assistant City Manager for the City of Winston-Salem for 7 years.    Martha received her MPA from UNC Greensboro and holds a BS in Accounting.  Martha’s primary areas of interest and expertise include council/manager relations, organizational alignment and development, team building, human resources, budget and finance.   She has graduated from Leadership North Carolina, the UVA Weldon Cooper School of Business Senior Executive Institute, UNC Public Executive Leadership Academy, and the UNC Municipal and County Administration program.  Martha is EQi certified, a graduate of the International Coaching Federation’s Leadership Coaching for Organizational Performance program, and a Certified Diversity Executive through the Institute for Diversity Certification. Martha remains active in the International City/County Management Association (ICMA) and is a life member of the North Carolina City and County Management Association (NCCCMA).  She served as the Association’s President in 2020/21.

 Kim Jokisch (“Yo-kish”) is a certified executive coach with a passion for helping others reach their potential. Carmen Caruth is a Senior Consultant with Development Associates and has a vast knowledge of local government. Through her community work, she has also acquired a deep understanding of nonprofit organizations. Retiring from the City of Winston-Salem, NC, in 2021, Carmen held the roles of Human Resources Director and Assistant City Manager.  Carmen’s leadership experience also extends to her service for Visit Winston-Salem as Executive VP and Interim President, as well as governmental affairs for the Winston-Salem Regional Association of Realtors® and Home Builders Association of Winston-Salem.

Carmen holds both SPHR and SHRM-SCP certifications. She is also a member of the Society of Human Resource Management. In 2020, she served as the Chapter President for the Winston-Salem Society for Human Resource Management.

She received her B.A. and M.A. in Political Science from the University of Memphis and a M.S. in Planning with a Housing and Community Development concentration from the University of Tennessee at Knoxville.

Candice Walsh served as Client Administration Coordinator for Developmental Associates from 2020 – 2024 and now serves in a smaller capacity behind the scenes assisting with bookkeeping. Candice has her Masters in Social Work from Western Carolina University with an undergraduate in Business Administration from Peace College. Her background is in the nonprofit sector – from fundraising and volunteer management to executive management, Candice is mission focused in her work. She values the importance of healthy communities and appreciates supporting the diverse clients that DA serves – all of which contribute to healthy and viable communities.

Janice Jackson has served as City Manager of Albany, GA, and Administrator of the consolidated Augusta, GA government. She also worked as a General Manager/Assistant County Manager in Mecklenburg County, NC. She was the first student at the College of William and Mary to pursue the interdisciplinary major in Public Policy, completing it with a concentration in Urban Policy. Later, she was a recipient of the Alfred P. Sloan/Association for Public Policy Analysis and Management Fellowship, and earned a Master’s Degree in Public Policy with a concentration in Management from Duke University.

Throughout her career, she has enjoyed bringing major projects to fruition, building public trust in government, and empowering staff to become their best and most productive. She is also the creator and host of Local Matters, a radio show and podcast designed to improve civic engagement.

Cleon Umphrey has been a Human Resources professional for over 32 years. He is the retired Vice President and Chief Human Resources Officer for the Raleigh-Durham Airport Authority in North Carolina. He was responsible for the airport’s human resource functions including recruitment, compliance, payroll, benefits, wellness program, and talent management. Additionally, he managed the Minority, Women, (MWBE), Small, and Disadvantaged Business programs during his tenure with the Airport Authority.
